In the planning phase, we designed an implementation strategy for a total quality management system (based on the QFD system with independent cycles) that addresses the analysis of progress, quality, and achievements of project activities. QFD (Quality Function Deployment) is a tool that helps ensure that project activities align with quality objectives and the needs of the beneficiaries (homeless youth).

Through this system, we conduct continuous evaluation and improvement throughout all phases of the project. It consists of a constant review process throughout the project to measure whether activities are meeting the established objectives and whether the results are as expected. This involves regularly collecting information, using questionnaires, holding virtual meetings, and identifying areas that need adjustments and implementing changes or improvements as necessary. This approach allows us to adapt to new challenges or needs that may arise, ensuring that the project evolves and has the expected impact.

Through this system, five main measures were defined:

  • Project Management (WP1): We coordinated, monitored, and evaluated the project’s progress, managing key aspects such as communication, risks, and inclusion.
  • Dual Evaluation: We continuously monitored all activities, complemented by a detailed evaluation at critical points, analyzing the quality, impact, and cost-effectiveness of the results.
  • Clear Activity Structure: All project activities were divided into work packages, detailed in a work plan that facilitates continuous monitoring and evaluation.
  • Final Work Package Evaluations: At the end of each phase and work package, evaluation reports were generated that analyzed the level of achievement of the established goals and indicators.
  • Diverse Evaluation Methods:
  • External evaluations of the results conducted by experts external to the organizations
  • Ten-month pilot tests with homeless youth

The preparation phase of Work Package 3 will begin on January 1, 2026, with the participant selection process and will conclude on April 30, 2026, with the phase evaluation activities. For this reason, the evaluation of the preparation phase of Work Package 3 is not included in this report, in accordance with the timeline approved in the project application.
